In TMY3 EnergyPlus weather files how is the Horizontal Infrared Radiation Intensity measured?

Mainly looking for the equipment used and any calculation considerations based on the measurements.

It is not measured. It is calculated from various algorithms. Check the Engineering Documentation (I believe)
