Any way to operate condenser loop without setting setpoint manager

In my model, there are four two speed cooling tower with 3000kW capacity.
I want to control how many cooling tower should be operated not by setpoint manager. Instead I want to use PlantEquipmentOperation:CoolingLoad.
Does anyone know whether this is possible or any trick I can implement?

You can stage the cooling towers by setting the Plant Loop Load Distribution Scheme to SequentialLoad. You still need a SetpointManager of some sort on the supply outlet node. Choose one that best suits the details of the system you are modelling.
