ASHRAE Baseline System 2, how to control electric energized auxiliary heat below 40F??

Hi, I try to model Appendix G Baseline system 4 with OS so import the template system "Packaged Rooftop Heat Pump" as the starting point. But how to set up the control of electrical auxiliary heating coil as required by 90.1 "The system shall be controlled with multistage thermalstas and to energize auxiliary heat only on the last thermalstat stage and when outdoor air temp is less than 40F" ?

You will want to edit the CoilHeating:DX:SingleSpeed object, not the electric coil. EnergyPlus/OpenSudio will use the DX heating coil before the electric coil because of the order it is in on the air loop. So only when it gets to cold for the DX heating coil to meet load and/or operate will the electric coil turn on. Please see below for the inputs to edit on the DX heating coil. image description

Would you need to apply a Follow Outdoor Air Temp setpoint manager too? I am working on a BL System 4 model and experiencing high fan power because there isnt enough heating to reach the setback setpoint?
