Reheat loop not connecting to the terminal units- OpenStudio

Can anyone help with troubleshooting a hot water reheat loop that does not seem to be connecting to the terminal units in OpenStudio 1.9? I have the connections checked for each terminal unit coil but the unmet heating hours are >2000. If I remove the reheat completely the unmet hours are about the same. So that leads me to believe the connection isn't happening. I've gone to letting the boilers, pumps, terminal units, coils, everything autosize. So capacity should not be the issue. I followed all the recommendations on from AParker's post on 7/21/15 (https://unmethours.com/question/359/w...) which was very helpful- thank you. Any other thoughts?

You can confirm that the reheat coils are connected by clicking on the reheat terminal, then the chain link icon in the upper right. Here is what correctly connected reheat coils look like:

If the reheat coils were not connected correctly, you'd probably be getting severe errors about node connection failures in the reheat coils. If your air terminals are not reheat terminals, they won't have the chain link icon at all, and you'll have found your problem.

If everything is connected correctly, then it's a controls problem. At that point, I'd probably check out the zone sizing temperatures vs. the reheat terminal heating air temperatures.
