I see that, according to documentation, get_construction_handle() can only be used for Python Plugin Application, and not for "EnergyPlus-as-library" applications.

What's the reason for having this function only available for Python Plugin Apps? We'd like to use this function to get construction handles and actuate constructions, using EnergyPlus as a library.
