Origins of 4 Pa reference pressure for infiltration...

Does anyone know the origins or justification for the 4 Pa commonly used as a reference delta P across building enclosures, and was it intended for low-rise residential applications only? The earliest reference I can find is a couple 1980 papers by Sherman and Grimsrud, but I can't find a justification for it.
