Infrastructure for air conditioning was delivered to the finished building, but the equipment was not [closed]

I'm conducting a simulation for LEED. In the original design, they are delivering the piping to accommodate the air conditioning system, such as receiving evaporators (not delivered), for example. However, no condenser or evaporator is being delivered when the building is constructed. Should I consider the air conditioning system in the proposed model or only in the baseline? Because I understand that if it's not modeled in the proposed case, there would be a significant difference in energy consumption. Thanks in advance, everyone!
