ResStock heat pump sizing

Hi, in EUSS documentation, it is mentioned that "All centrally-ducted heat pumps in measure packages are sized using ACCA Manual S, which primarily sizes heat pumps based on the cooling load. For higher heating loads, a 15% oversizing allowance applies when the heat pump is single-stage (Measure Packages 3, 5, and 7), and a +1 ton allowance applies if in a cold, dry climate. A 30% oversizing allowance applies to variable-speed heat pumps (Measure Packages 4, 8, 9, and 10)." Does that mean 15% or 30% oversized, plus an additional 1 ton in cold dry climates?

No, it's one or the other. The heat pump is oversized by 1 ton (technically 15000 Btuh) in cold, dry climates and it is oversized by 30% (specifically for variable-speed systems) in other climates.

You can find some additional description of heat pump sizing in ResStock here.
