Why is the maximum R-value I can input for a material assembly layer in HAP is of 17 ?

Not an HAP user. HAP v6 relies on EnergyPlus. There is no maximum R-value (or minimum thermal conductivity value) for materials in EnergyPlus (see IDD file). As a registered HAP user, you should be able to contact HAP support directly (US/Canada: software.systems@carrier.utc.com, 1-800-253-1794). Please report back - It'd be nice to know.
