About DOE's prototype models

Does the DOE prototype model comply with the ASHRAE 90.1 Appendix G baseline?

In my opinion it is not compliant, is this correct?

I checked the ASHRAE90.1 2019 prototype model data for the mid-office (climate is Honolulu) and it is a System5 HVAC model.According to Table G3.1.1-3, climate is 1A, floor area is 50000 square feet, use is Office then System6 should be the baseline model, so I believe DOE's prototype model does not comply with the ASHRAE90.1 AppendixG baseline.

*System5 - Packaged VAV with reheat *System6 - Packaged VAV with PFP boxes

@Kagami what tool are you using to edit or view the prototype (EnergyPlus, OpenStudio, etc.)? Where did you get the prototype file from (energycodes.gov website, etc.)?
