OpenstudioApplication v1.3.1 - installation or patch?

Not sure how to install this update. Is it a patch or a new installation?

Beginner user, basic guidance would be appreciated.

Every release of the OpenStudio application is a separate installer. 1.3.1 contains hot-fixes, but you still need to use the new installer.
