I can't run the new EnergyPlus version 9.6 in several computers that use Windows 7 with the last update. The error message I get says that the program can't run because api-ms-win-core-path-l1-1-0.dll is missing.

Actually Windows 7 is not in the list of supported OS of the new version (it says Windows 10 only). However, Windows 7 wasn't in the list of version 9.5 as well and version 9.5 does work in Windows 7.

Is there any possibility to run version 9.6 on Windows 7, as version 9.5 does?
