The Space Type and Construction Set Wizard will do this. It has an option to skip or include both space types and constructions, so you can include constructions but not space types if you would like to. It has an argument for target standard and climate zone. Note that this will set a default construction set for the building. If you have constructions assigned to spaces or surfaces, they will override the building default. There is a measure to remove hard assigned constructions if needed.
