Ideal Load Air system and primary energy

I have modeled a study case using ideal load air system, because I would like to evaluate just the energy performance of the building.

If I use ideal air load are "District heating and cooling consumptions" in term of electrical energy, or are they as primary energy?

No. For the ideal loads air systems, the district heating and cooling energy are the total (sensible and latent) heating and cooling energy delivered to the supply air stream. This represents the equipment output energy, not input energy.
