Running Reporting Measure Outside OpenStudio

I’m trying to run the report measure outside OpenStuido to avoid running the simulation when updating the code as shown in this video, but every time I get the below error

Does C:/openstudio-2.8.0/Ruby/openstudio.so exist on your computer?

It looks like you are using Ruby 2.5, which is what is needed for OpenStudio v3 or newer. But for OpenStudio 2.8, you need to use Ruby 2.2.4. See the SDK Version Compatibility Matrix.
