Heat Pump Minimum Inlet Air Temperature for Compressor Operation
In OpenStudio this minimum value does not let me set it below 23 F. Is there any way to get this number lower?

Which version of OpenStudio are you using and which specific OpenStudio object you are working with?
I am working in openStudio 2.8 and am using the WaterHeater:HeatPump with WaterHeater:Mixed and Coil:WaterHearing:AirRoWaterHeatPump object.
I have not checked this with the "WaterHeater:HeatPump" object, but you can try and take the IDF file generated by OS and edit it in IDF editor. Then you can lower the temperature, save the file, and run the updated file using EnergyPlus directly. Sometimes OS puts limits on variables that are not in EnergyPlus.
