Is there any details on how the zone fan coil fan and water flow modulate for the capacity control method "variable fan variable flow"?

The input output reference only says "For VariableFanVariableFlow both air and water flow rates are varied to match the load." Is there any place I can find the actual sequence? Like the one in the document for ASHRAE90VariableFan type?
