Using OpenStudio 2.7

I have created four boilers with hard size capacities based on mechanical design, and loop operation set at optimal, Looking at the Dview resutls below, I can see the PLR for two boilers at 1, 3rd boiler at around 70% and the last one at around 0, which is not optimal.

Any thought?
