I am trying to setup a calibration method for residential buildings and intend to perform it using ResStock framework. Can ResStock be modeled to perform calibration w.r.t 12 month gas and electricity data?

You can use the TimeSeries measure to generate 8760 timeseries output of gas and electricity use for each EnergyPlus simulation and aggregate those to monthly, but we haven't set up any automated process to facilitate calibrate against monthly billing data.
To date, ResStock calibration has mostly been against annual consumption data from RECS.
