How can i download URBANopt software?

I try to download urbanopt software from www.nrel.gov, I didn't find the download link.

According to this post by @macumber, URBANopt is an internal NREL tool so it won't be available for public download. Hopefully the SEED platform that Dan mentions in that post can meet your needs.
