What is appropriate heating and cooling thermostat set points for office building?

What is appropriate heating and cooling thermostat set points (and set backs) for large open office spaces? (It's a tall office building in tropical desert climate of Dubai. The interior humidity ranges between 45-55 percent)

I would appreciate if you could reply referring to valid standards or academic literature.

In general, an appropriate heating and cooling setpoint is whatever your specific project calls for. But if you're just looking for guidance / general setpoints, I'd say this greatly depends on where your building is located. Perhaps adding an indication of where you're looking to put your building would help giving a more targeted answer.
