AirTerminal:SingleDuct:VAV:Reheat

The OS:AirTerminal:SingleDuct:VAV:Reheat terminal OpenStudio 2.4 has a field "Control for Outdoor Air". It defaults to "No", and that's where I leave it because otherwise energy consumption goes through the roof. The OS:AirLoopHVAC systems serving this (and other) terminal(s) do have an OS:AirLoopHVAC:OutdoorAirSystem, and all the spaces in the zones served by the various terminals have OS:DesignSpecification:OutdoorAir elements. Plus, all my air handlers represented by the OS:AirLoopHVAC do show outdoor air in ResultsViewer. Thus, I am assuming that the proper OA is supplied, even when "Control for Outdoor Air" is set to "No"? Is that correct?

I was intrigued by your question because that field is an OpenStudio field, and not in the IO Reference, but it looks like your question might have been answered in this thread:

Thanks Tim Johnson, I posted a comment at where your link points to. The answer there seems to depend on an Economizer, but I do not have one in my model, so it may be something else.
