I'm not sure if you add a VAV or constant volume unit and edit to create a change over by-pass system. The measure library has a component called VAV Changeover Bypass that appears to have the fan, DX coil, and gas heating coil built into it. Do you start with a Packaged VAV with reheat and eliminate the heating coil and cooling coil?
