Load Range Based Error

I have such error message: ERROR:Invalid: Load range based components are separated by other control type components. Load Range Based should be grouped together on each flow path.

What's wrong with my model ? I think the layout is similar to the example file 5ZoneDetailedIceStorage.idf

Put setpoints after each piece of equipment to get OS to create PlantEquipmentOperation:ComponentSetpoint. It's probably using PlantEquipmentOperation:CoolingLoad which isn't appropriate for this setup.
