Why can't I see BCL content in PAT 2.x?

Sometimes when I try to open the BCL measures window in PAT, it's empty. I can't even see the measures that I know are in my project, local library, or MyMeasures directory. What's going on and how can I fix it?

In some rare instances, OpenStudio 2.x's measure manager process can be orphaned. Quit PAT, and use your task or process manager to look for a stray process named "openstudio." Kill it, reopen PAT, and you should see measure content again.
