parallel boiler and heat recovery chiller in hot water loop

My hot water loop includes a heat recovery chiller to help heating. Based on the E+ example file HeatRecoveryElectricChiller.idf, the source side of WaterHeater:Mixed is connect to chiller heat recovery side, and its use side is located in the supply side of Hot Water Loop. It means the heat recovery chiller and boiler are in parallel. However, the boilers seem not work at all. How should I set up control so that the system will use heat recovery chiller for heating first, then use boiler?

It is not clear to me if you are discussing your own file, or the example file called HeatRecoveryElectricChiller. The example file does not really have a boiler, the idea is to use the heating capability of the water heater to pick up the remaining heating that cannot be met by heat recovery. But this is in series, not parallel.

If you have constructed your own model with a boiler in parallel with the water tank and do not want to use the tank heater, then what you could do is move the boiler to be in series, downstream, with the water tank and use the operating scheme PlantEquipmentOperation:ComponentSetpoint to control the boiler. The boiler and water tank use side can be on the same branch.

Sorry, the title may be confusing. I talk about my own model, I do want to have boiler to pick up the remaining heating that heat recovery cannot meet. The reason I mentioned "parallel" is because I have ten boilers parallel together to support heating

In that case I would probably put the use side the water tank on the loop's demand side outlet branch and use load based heating operation scheme to stage the 10 boilers. This way the supply side inlet will already be conditioned by the heat recovery and the load based dispatch can go ahead as if there was no preheat. But it may not be all that necessary to really have 10 boilers in parallel in the model, combining them into one large boiler for modeling would be simpler and probably produce about the same results for boiler energy consumption.
