Automatically create measure.xml and measure.json? [closed]

Is there a way to automatically create measure.xml and measure.json for a new measure? Barring that, what is the preferred method for generating UUIDs and checksums for use in these files?

When you click 'Create a Measure from Template and add to My Measures' from either the 'Apply Measure Now' window or the Library pane of the Measures tab in the application, measure.xml is automatically created from the information you input in the Create New Measure window, along with measure.rb and example test files.
