Is this with OpenStudio? What XML table are you referring too?
Is this a general question about XML parsing? Rather than about energy simulation or a specific energy simulation software package? You might want to repost on StackOverflow, or just search there because I am sure examples already exist. Most languages you would want to use have XML parser/generator libraries. Python has one.
