SOLUTION

(Thanks to earlier contribution from joregon [https://unmethours.com/users/549/joregon/]) :

(1) delete the EnergyPlus directory with the bundled EnergyPlus 8.3.

(2) install the 32-bit version of EnergyPlus 8.3.

Now the simulations run smoothly.
