As far as I know the zone level loads should add up to the district report. However, you may have other loads or losses in your district heating / cooling system? For example, do you have domestic hot water on the district heating system? Check over your district heating / plant loop idf lines to see if there are any losses assigned for piping etc. I would also double check the units of the two to reports.
