Pretty late to the party here, but I got this working: Requirements:

1. wine 7.0
2. winetricks, I used version 20210206

Instructions:

1. Make a new wine prefix for beopt
2. use winetricks to install dotnet48 (e.g. winetricks dotnet48, or use the GUI)
3. install and run beopt!
