In the HVACTemplate:Zone:VAV object, specify FixedMinimum (instead of ProportionalMinimum) in the "Minimum Outdoor Air Control Type" field. Or if not using HVACTemplate, see the "Minimum Limit Type" field in the Controller:OutdoorAir object.
