@MatthewSteen will probably be able to confirm but the always off Schedule method is no more relevant (maybe an OpenStudio update ?).

A solution is to hard sized the maximum Cold Water Flow to 0 m^3/s and to not link the Coil:Cooling to a water loop:

Edit: The '0' in Hard sized has to be overwrited, else it returns to Autosized !
