I think the best publicly-available source of example EMS measures is currently the OpenStudio-PTool repository. Design documents describing There is no guide for the measures and or how they work are here, work, but the ones I've looked at seem decently commented, and you can always refer to the EMS Application Guide to reference how the EMS code actually works.
