If you have the data submetered by zone and end use (at least splitting out lighting and electricity), or if you intend to model as a single zone (again assuming you have lighting and other electricity separately), then yes. You can use the data you have, converted into in CSV format if necessary, as a Schedule:File
object.
I'll admit I'm not 100% sure if this is a default option in OpenStudio so it may need a measure writing to include the Schedule:File
